地方政府土地财政依赖一定会推高城市一级土地市场化水平吗? ——基于2003—2015年中国省级面板数据的检验 总被引:1,自引:0,他引:1
研究目的:在深入分析地方政府土地财政依赖对城市一级土地市场作用机理的基础上,利用2003—2015年中国31个省(市、区)(不包括港澳台地区)的面板数据进行计量检验,测定地方政府土地财政依赖度对城市一级土地市场化率的影响程度。研究方法:计量经济分析方法。研究结果:为弥补地方政府土地财政缺口的刚性需求,地方政府领导人会权变地选择一级土地市场上各类用地的出让方式和出让量。土地财政依赖度与城市一级土地市场化率之间存在倒U型关系。研究结论:当土地财政依赖度与一级土地市场化率均较低时,地方政府会在一级土地市场上出让土地时适当增加“招拍挂”的比例,从而在提高土地财政依赖度的同时提升一级土地市场化率;当土地财政依赖度较高但一级土地市场化率较低时,地方政府会增加一级土地市场上“招拍挂”的比例,在降低土地财政依赖程度的同时提升一级土地市场化率。 相似文献

This study explores the tourism host-home relationship investigated through documentary analysis of photographs choreographed through mutual negotiation between hosts and researcher (collaborative auto-driving) and participants’ spoken narratives (photo-elicitation interviews); we identify the significance for tourism product construction. Major findings concern the sociological expressionism of the tourism lifestyle entrepreneur who creates a certain personal brand identity or ‘lifestyling’ through their commercial home presentation; ‘private’, ‘inclusive’ and ‘temporal’ classification categories of hosts’ favourite spaces in the home are identified, based upon the individual spatial management strategies employed. Depictions of favourite spaces emphasised emotional and sensorial dimensions rather than material things present, and were described as spaces of contentment and tranquillity essential for energising hosts in the ongoing production of the commercial home. 相似文献

This paper examines how digital technologies facilitate business model innovations in the creative industries. Through a systematic literature review, a holistic business model framework is developed, which is then used to analyse the empirical evidence from the creative industries. The research found that digital technologies have facilitated pervasive changes in business models, and some significant trends have emerged. However, the reconfigured business models are often not ‘new’ in the unprecedented sense. Business model innovations are primarily reflected in using digital technologies to enable the deployment of a wider range of business models than previously available to a firm. A significant emerging trend is the increasing adoption of multiple business models as a portfolio within one firm. This is happening in firms of all sizes, when one firm uses multiple business models to serve different markets segments, sell different products, or engage with multi-sided markets, or to use different business models over time. The holistic business model framework is refined and extended through a recursive learning process, which can serve both as a cognitive instrument for understanding business models and a planning tool for business model innovations. The paper contributes to our understanding of the theory of business models and how digital technologies facilitate business model innovations in the creative industries. In this paper, we focus on forecasting methods that use heterogeneous panels in the presence of cross-sectional dependence in terms of both spatial error dependence and common factors. We propose two main approaches to estimating the factor structure: a residuals-based approach, and an approach that uses a panel of auxiliary variables to extract the factors. This paper characterizes the stochastic deterioration resulting from taking a zero-mean financial risk in the presence of correlated non-financial background risk. We show in particular that it has an equivalent stochastic order as well as a necessary and sufficient “integral condition” that implies and is implied by a particular sense in which the stochastic deterioration can be decomposed into a “correlation increase” and a “marginal risk increase”. We further characterize a measure of aversion to the stochastic deterioration. These characterizations provide for a more general framework for formulating concepts of increases in risk and correlation and for better understanding risk management decisions governed by individuals’ attitudes to them. 相似文献

The concept of circular economy is increasingly receiving attention in different domains, including strategic management, operations management, and technology management. Environmental and social challenges require new sustainable business models, like sharing platforms. However, sharing platforms differ widely in their contribution to a more sustainable society. Whereas idealistic sharing platforms have dominant social goals, other sharing platforms are, or became, commercial. We explore the attractiveness of the typical organizational characteristics of idealistic sharing platforms in the fashion industry context, an industry with negative environmental and social impacts. Based on a literature review and exploratory focus groups, we conduct an online survey using conjoint analysis, completed by 1,512 respondents. Our results reveal that potential users prefer clothes sharing platforms to be small, to not partner with large clothing retailers, to have the possibility to participate in decision‐making, but to not require shareholding. 相似文献

利用2003年~2017年东北三省与"一带一路"沿线国家进出口贸易数据,采用地理集中度、位序变动指数、综合贸易份额指数、HM指数分析东北三省与沿线国家贸易格局及特征的变化。结果表明:东北三省与"一带一路"沿线国家的贸易往来日益密切,贸易总额大幅增加,尽管东北三省与东北亚地区的贸易份额有所下降,但东北亚地区始终是东北三省的贸易重心。东北三省与沿线国家贸易依赖度不断提高,具有明显的不对称性,表现出显著的单向依赖。从进出口商品结构来看,东北三省向沿线国家出口的资源密集型和劳动密集型商品占比下降,技术密集型商品占比有较大提升,出口商品更加多元化,附加值和科技含量进一步提高,进口商品结构相对稳定,主要为资源密集型和技术密集型商品。 相似文献

美国贸易法301条款是一项可以单方启动调查并认定他国法律、政策、行为违反协定或者不公平继而实施报复制裁的对外贸易措施,分为普通301条款、特别301条款与超级301条款。301条款最初简明规定了总统的权力和国会的否认权,但其后的修订对301条款的内容进行了扩展并使其更具体化。特别是301条款根据《2015年贸易便捷和贸易促进法》做出重大修改,涵盖了WTO体系尚未涵盖但最近已纳入自贸协定的新领域。然而,这些针对外国贸易活动的单方决定和措施附加等至今备受争议,且已对强调多边贸易争端解决的WTO体系构成严重威胁。美国贸易法301条款的修订主要围绕着美国贸易代表办公室(USTR)的措施、决定、对外国政府相关政策的监督、确认贸易自由化的优先顺序以及知识产权不适当保护的应对等内容进行。针对美国不断启动的301条款调查,我国应与美国积极开展沟通与协商,加强与美国产业界的接触和交流,发挥全球化程度高的企业的作用,力争以谈话和谈判化解矛盾;促进产业转型升级,重新审视“走出去”战略;履行加入WTO时的承诺,完善全方位的开放体制;合理拓展中国企业的海外利益,完善风险防范机制。 相似文献
